REQUEST FOR EXPRESSIONS OF INTEREST

Fundamentals of Business of Music – Online Trainer

  1. BACKGROUND

1.01     The SSDF under its Basic Needs Trust Fund (BNTF) program has received financing by way of a grant from the Caribbean Development Bank Special Development Fund, through its Cultural and Creative Industries Innovation Fund (CIIF), in an amount not exceeding the equivalent of One hundred and eighty-two thousand, three hundred and eighty United States dollars (182,380) towards the cost of the Project Youth Economic Empowerment Through Enterprise (YEETE).  The SSDF, the Executing Agency of the Project, intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued, pursuant to the Financing Agreement between CDB and SSDF.

1.02     Payments by CDB will be made only at the request of SSDF and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than SSDF shall derive any rights from the Financing Agreement or have any claim to the proceeds of the financing.

SCOPE OF CONSULTANCY AND ELIGIBILITY CRITERIA

2.01     The SSDF now intends to procure consultancy services for a Fundamentals of Business of Music workshop Consultant – Online Trainer

2.02     OBJECTIVES OF CONSULTANCY

CIIF is working with CDB’s Basic Needs Trust Fund (BNTF) and the Saint Lucia Coalition of Services (SLCSI) to execute the Business of Music Accelerator for Saint Lucian youths interested in the music industry. BNTF, now in its tenth cycle, is a program under the Social Sector Division at CDB aimed at reducing the incidence of poverty in low-income, vulnerable communities by improving access to quality education and training, water and sanitation, basic community access and drainage, livelihood enhancement and human resource development services.

2.02.1  The objective of the workshop is to increase awareness and understanding of the business of music (BOM) among participants.  The planned output is that the target group (18-35 years) which includes youth at risk are trained to understand and apply the fundamentals of music to their businesses/careers.

2.03     SCOPE OF WORK

The Consultant will provide the online/virtual technical support to registered participants, which would include navigation of the platform https://carib-export.thinkific.com/, responding to queries on the modules outlined below, and other support to ensure transfer of learning, including hosting of a two-hour webinar at the end of each module of the online Fundamentals of the BOM Workshop (seven webinars total) to include the following topics covered:

Module 1 – An Introduction to Music Business & Laying a Solid Foundation upon to Build A Future Career

  • Exercise 1 – Design Your Dream Team

Module 2 – The Nuts and Bolts of Music Marketing

Module 3 – Recorded Music Content – Marketing & Development

  • Exercise 3 – Metadata

Module 4 – Live Music Development and Marketing & Professional Music Promotion

  • Exercise 3 – Preparing Performance Data

Module 5 – Brand Development and Marketing

  • Exercise 4 – Self-Reflection

Module 6 – Intellectual Property & Negotiating Contracts

  • Exercise 5 – Quiz

Module 7 – International Trade Considerations

  • Exercise 6 – Leveraging your Data to Boost Exports

2.03.1  The duration of the assignment is expected to be over a period of ten (10) weeks.

2.04     The SSDF now invites eligible individual consultants to submit Expressions of Interest indicating the qualifications and experience required to provide these consultancy services.

2.05     The Consultant shall be eligible to participate if:

  • He or she is a citizen or a bona fide resident of an eligible country; and in all cases, the consultant:

(i)         has no arrangement and undertakes not to make any arrangements whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person, not a citizen or bona fide resident of an eligible country;

(ii)        is not bankrupt or insolvent or in the process of either, or having their affairs administered by the Courts, has not entered into an arrangement with creditors, or is in any analogous situation arising from similar procedures provided for in their national legislation or regulations; 

(iii)       has not been convicted of an offense concerning their professional conduct by a judgment that has the force of res judicata;

(iv)       has not been the subject of a judgment that has the force of res judicata for fraud, corruption, involvement in a criminal organization, or any other illegal activity detrimental to the EU’s financial interest; 

(v)        is not guilty of misrepresentation in supplying the information required as a condition of the participation in the procedure or if they fail to supply this information, and does not expose a conflict of interest.

2.05     Consultants from the OECS and other member countries of CDB will be eligible to participate in these procurement opportunities.

  •  SELECTION CRITERIA

3.01     In the assessment of submissions, consideration will be given to:

  • Qualifications and experience, including:
  • Postgraduate qualifications in Cultural and Creative Industries or related fields;
  • The consultant should possess extensive hands-on experience with regard to the business aspects of operating as an entity in the Caribbean and international music industries;
  • Sound understanding of the opportunities for and challenges to the growth of the music sector in Saint Lucia,
  • A professional track record in developing training curricula in the music industry,
  • Familiarity with conducting training specifically for stakeholders/emerging practitioners in the music industry in the area of developing their business acumen
  • Familiarity with the Caribbean’s music industry – its structure, main stakeholders, etc.
  • SUBMISSION OF EXPRESSIONS OF INTEREST

4.01     Expressions of Interest must be submitted in English and electronically by email to yvonne.agard@slcsi.or.lc/ cc: agometz@slusdf.net in pdf format no later than 17hours of Saint Lucia time on April 15, 2022.  The email subject line should state “Expression of Interest – Fundamentals of Business of Music – Online Trainer and the email body must state the name and address of the applicant.  The Expression of Interest will be deemed to have been received at the time that it is received by the Executive Director.  The burden of proving receipt of the e-mail will be on the applicant and will not be met solely by a read receipt or sent items report generated by the bidder’s computer.  SSDFreserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  It will not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.

  • SELECTION METHOD

5.01     Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services.
